In 2021, concerned stakeholders in Shenandoah County began meeting to discuss the possibility of starting a recovery court docket in the Shenandoah County Circuit Court. In 2022, the Shenandoah County Board of Supervisors and Valley Health Systems entered into a Memorandum of Understanding and agreed to provide funding to start this effort. The Shenandoah County Adult Recovery Court Advisory Committee held its first meeting in August 2022. In 2023, both Warren and Shenandoah County applied for an Implementation Grant through the BJA, which was awarded later that year. The first docket was held in August 2023, with 4 participants.

Eligibility

The following are the eligibility criteria for entry into the Shenandoah County Adult Recovery Court program:

Have a pending felony charge or charges directly involving drugs or alcohol, or a pending felony charge or charges that were motivated by or closely related to the use of drugs or alcohol or have a pending probation violation matter with a suspended sentence of at least 12 months
Enter a plea of guilty, or admit to a probation violation with a stipulation that the Commonwealth’s evidence is sufficient to sustain a conviction, or admit the violation of probation
Reside in Shenandoah County
Have a result of “High Risk/High Need” on the RANT assessment
Meet the DSM-V-TR criteria for substance use disorder
Be age 18 or older at the time of sentencing or adjudicated as an adult and voluntarily agree to participate in the program

A Note from the Program Coordinator

I have dedicated my career to working in different aspects of the recovery field because I’ve seen it change lives – including in my own family. I got into the field because someone I love battled from rock bottom to recovery, and watching that journey cracked my heart wide open. I’ve seen first hand how recovery can rebuild lives, relationships, and give an entire family hope. Now, I get to be the person who shows up with equal parts compassion and spreadsheets, cheering participants on as they rediscover who they are. It’s messy. It’s magic. It’s absolutely where I am meant to be.
