In August 2016, the NSVSAC launched the Northwest Regional Adult Drug Treatment Court (NRADTC), offering an alternative to incarceration for individuals facing non-violent charges stemming from substance use disorders.

In July 2024, pursuant to Virginia House Bill HB292, the Drug Treatment Court Act was renamed the Recovery Court Act. Consequently, the NRADTC was renamed the Northwest Regional Adult Recovery Court (NRARC).

Additionally, in January 2025, the Northern Shenandoah Valley Substance Abuse Coalition updated its name to the Northern Shenandoah Valley Substance Use Coalition, reflecting terminology aligned with the Diagnostic and Statistical Manual of Mental Disorders (DSM) for substance use disorder.

Eligibility

The following are the eligibility criteria for entry into the Northwest Regional Adult Drug Treatment Program:

Have a pending felony charge or charges directly involving drugs or alcohol, or a pending felony charge or charges that were motivated by or closely related to the use of drugs or alcohol or have a pending probation violation matter with a suspended sentence of at least 12 months
Enter a plea of guilty, or admit to a probation violation with a stipulation that the Commonwealth’s evidence is sufficient to sustain a conviction, or admit the violation of probation
Reside in the City of Winchester or County of Frederick or Clarke
Have a result of “High Risk/High Need” on the RANT assessment
Meet the DSM-V-TR criteria for substance use disorder
Be age 18 or older at the time of sentencing or adjudicated as an adult and voluntarily agree to participate in the program
